MISSION

To ensure that the citizens of Malaysia are given the opportunity to participate in the election of their representatives in the formation of the Government and to safeguard this right through free and fair elections.

OBJECTIVE

The objective of the Election Commission is to uphold, supervise and maintain the system of Parliamentary democracy in Malaysia through fair, efficient and transparent elections.

STRATEGY

In order to carry out its functions, the Election Commission has formulated the following strategies:

  1. To identify and collect data and information on newly developed areas to ensure a fair representation of voters in each constituency.
  2. To promote public awareness on the importance of registering as an elector.
  3. To promote awareness amongst the electors on the importance of voting during both the general and by-elections.
  4. To undertake a systematic and continuous education programme to increase public awareness on the rights and responsibilities of the citizens during elections and to safe-guard parliamentary democracy.
  5. To undertake the revision of the electoral roll by expunging those electors who have died and those who have been disqualified under the law from the roll, thus ensuring an updated and clean electoral roll.
  6. To increase the use of Information and Communication Technology (ICT) in providing a more speedy and efficient service.
  7. To review all election laws, regulations and work procedures in order to ensure the registration of electors, the revision of the electoral roll and the conduct of elections are carried out properly and efficiently.
CLIENTS CHARTER

The Election Commission of Malaysia, promises to undertake the following functions:

  1. To create constituencies and to undertake the delimitation of constituencies as provided for under the Federal Constitution.
  2. To undertake the registration of electors and the revision of the electoral roll throughout the year.
  3. To conduct general and by-elections.

The Commission promises to carry out :

i) Registration of Electors

  • to complete the registration of electors and the revision of the electoral roll exercise within every 4 months.

  • to process every application form within 10 minutes.

  • to check the name in the electoral roll within 2 minutes.

  • to set up at least one registration centre in each post office throughout the country.

  • to set up mobile registration teams for rural areas.

  • to complete public enquiry on claims and objections of elections within 1½ month.

ii) Conduct of Elections

  • to set up at least one polling centre in each polling district.

  • to ensure that each polling station handles a maximum of 700 voters.

  • to ensure that the voting time for each voter is not more than 5 minutes from the time he enters the polling station.

  • to give priority and provide appropriate facilities for handicapped and incapacitated voters.

  • to ensure the process on the counting of votes at the polling station be completed within 2 hours after the close of polls.

iii) Sub-Division of Polling Districts, Revision and Delimitation of Constituencies

  • to complete the process of sub-division of polling districts within 4 months.

  • to complete the revision and delimitation of constituencies within 8 months (not more than 2 years as according to the Federal Constitution) from the date of commencement.
