ELECTORAL ROLL AND ITS REVISION

INTRODUCTION


The Electoral Roll is a register containing the list of registered electors. It is prepared under the Elections (Registration of Electors) Regulations, 2002. The electoral roll is an important document used during elections as only those whose names appear on the electoral roll will be allowed to vote. In addition, the electoral roll is also used as a basic document for the revision exercise the following year.


FORM OF ELECTORAL ROLL

The electoral roll prepared by the Election Commission contains the following codes:

(i) parliamentary code
(ii) state code
(iii) polling district code
(iv) locality code

For example, for the Parliamentary seat of Pekan, State seat of Kuala Pahang, polling district of Serantau and the locality of Kg. Bentam, the codes used are O8O/18/O1/OO1. Maps showing all these codes are kept at the State Election Office.

The electoral roll consists of a principal electoral roll and supplementary electoral rolls:

Principal electoral roll :
contains the names of registered electors which have been certified previously. The principal roll is certified at the beginning of each year.

Supplementary electoral roll :
contains the names of newly qualified applicants and also those who have applied to change their registration area. The supplementary roles is certified every three months.

Besides these, the principal roll contains names of those electors who are dead or have ceased to be qualified. These names once verified by the National Registration Department and/or the courts will be expunged from principal roll.

Therefore, effectively the electoral roll contains names from principal roll and supplementary rolls only. At the beginning of each year the principal roll and supplementary rolls are merged and re-certified to form the new principal roll for that year. The main information in an electoral roll comprises the serial number; identity card number (new and old), name sex and address of the elector.


PREPARATION OF THE ELECTORAL ROLL

The registration of electors and revision of the electoral roll is carried out throughout the year as required by the law. The supplementary roll is prepared every 3 months. The revised roll is displayed for 7 days for claims and objections before the roll is confirmed by the commission.


CERTIFICATION OF THE ELECTORAL ROLL

The electoral roll will be certified under Regulation 22 and such certification will be gazetted under the same Regulation. Once certified the Electoral Roll will be used in any election and for the revision exercise.


SALE OF THE ELECTORAL ROLL

The electoral roll is open for sale to the public as provided under Regulation 28. The roll can be bought in hard copy form from the Operations Division of the Headquarters of the election Commission as well as from the State Election Offices.
