10. If on the day of nomination in any constituency, after the determination
by the returning officer of any objections which may have been lodged,
only one candidate stands nominated for that constituency, the returning
officer shall forthwith declare the nominated candidate to be elected,
and shall forthwith return the writ issued to him under regulation 3 (1),
duly completed, to the Secretary to the Election Commission through the
State Elections Officer. The Secretary to the Election Commission shall
cause the name of the member so elected to be published in the Gazette.
